ADMINISTRATION
The Central Oregon Irrigation District
is governed and operated by a five-member board of directors elected for
three-year terms by water users from five divisions within the district.
COID is divided into five divisions
from Bend to Powell Butte, Deschutes Junction to Terrebonne. Each of these
five divisions is represented by a board member. These directors are elected
by qualifying water users for a term of three years. To have voting rights
in COID, a landowner must be 18 years of age or older; must own or be
purchasing land situated within the District and subject to the charges
or assessments of the District; and may be a resident or non-resident
landowner.
The
Board’s regular meeting is held on the second Tuesday of each month at
9:00 A.M. in the District office. The Board represents the water users
in establishing rules and regulations, and policies for an efficient and
equitable operation consistent with the law.
The Board hires a general manager,
who is responsible for carrying out Board directives and the day-to-day
operation. If the management or staff can be of any assistance, please

ASSESSMENTS:
Assessments for the year are a lien on the land and are set in January
by the Board of Directors and consists of three parts:
Base
Charge: covers the cost of record-keeping, scheduling, insurance, office
facilities, etc.
Operation
& Maintenance: covers repairs, cleaning, and distribution.
Loan
Repayment: covers loans for the replacement of portions of the distribution
system.

carefully read the terms of payment included on your statement.
CHANGE OF OWNERSHIP:
The District is required by law to keep detailed records of water rights
and landowners. To keep our records current, if a water user wishes to
sell all or a portion of their property, please notify our office. Having
your escrow agent provide COID with a copy of the recorded document helps
to keep expenses down.
TRANSFERS
OF WATER RIGHTS: If you wish to transfer a water right and the assessment,
or if you wish to acquire a water right, please contact the office. This
process requires both District and State approval.
